Gerry W. Beyer – Professor, Speaker & Author

Presentation Topic: E-Wills
Prof. Beyer joined the faculty of the Texas Tech University School of Law in June 2005 as the first holder of the Governor Preston E. Smith Regents Professorship. He is the recipient of dozens of outstanding and distinguished faculty awards including the Chancellor’s Distinguished Teaching Award, the most prestigious university-wide teaching award at Texas Tech. Prof. Beyer was also the recipient of the Outstanding (Law) Researcher Award in 2013 and 2017, and the 2015 President’s Academic Achievement Award. As a state and nationally recognized expert in estate planning, Prof. Beyer was inducted into the National Association of Estate Planning Councils’ Estate Planning Hall of Fame in November 2015.
Prof. Beyer is the author of many books and articles focusing on estate planning, including a two volume treatise on Texas wills law, an estate planning casebook, and the Wills, Trusts, and Estates volume of the Examples & Explanations series. He has three times won awards from the American Bar Association’s Probate & Property magazine for his writing. Prof. Beyer is the Editor-in-Chief of the REPTL Reporter, the official journal of the largest section of the State Bar of Texas, the Real Estate, Probate and Trust Law Section.
He received his J.D. from Ohio State University and his LL.M. and J.S.D. degrees from the University of Illinois. He is a member of the Order of the Coif, an Academic Fellow of the American College of Trust and Estate Counsel, and a member of the American Law Institute.

For nearly 20 years Bill has served as a fiduciary portfolio manager and investment consultant assisting a wide variety of investors and organizations address many unique and challenging financial circumstances. He has helped structure customized investment solutions for high net worth individuals and institutional entities including foundations, endowments, Native American tribes, fraternal organizations, Taft-Hartley and ERISA plans. Prior to joining WestStar in 2013, Bill was Director of Research for an independent institutional investment consulting firm serving non-profit clients around the country and a Portfolio Manager for Wells Fargo’s Private Bank. Bill earned both his Bachelor’s and Master’s degrees in Finance from New Mexico State University, graduating with honors. While pursuing his degree he served as an analyst for the Zia Fund and helped teach graduate-level financial technology course at the University. Pete advises Wall Street money managers on Washington policy developments that affect the financial markets. President of his own consulting firm since 1992, Davis Capital Investment Ideas, Pete draws on 11 years of experience as a Capitol Hill economist with the Joint Committee on Taxation (1974-1981), the Senate Budget Committee (1981-1983), and Senator Robert C. Byrd (1992). He worked in the House and Senate, and for Republicans and Democrats. Pete brought the first computer policy model, the Treasury Individual Income Tax Model, to Capitol Hill in early 1974, when he became a revenue estimator on the Joint Committee on Taxation. He formulated the 1975 rebate, the earned income tax credit, the 1976 estate tax rates, the 1978 marginal tax rates, and the Roth-Kemp tax cut. He left Capitol Hill in 1983 for the Washington Research Office of Prudential-Bache Securities, where he advised investors for seven years.

Nell Graham Sale is Of Counsel with the law firm of Pregenzer, Baysinger, Wideman & Sale in Albuquerque, New Mexico. She is admitted to practice law in New Mexico, Delaware, Pennsylvania, U. S. Tax Court and the U. S. Supreme Court. Nell is celebrating her 10 year anniversary of having her AV Preeminent® rating from LexisNexis Martindale-Hubbell. She has been repeatedly selected for inclusion by her peers in Best Lawyer in America®, and has been selected for inclusion in Super Lawyers for many consecutive years. Nell was named Best Lawyers 2017 Elder Law “Lawyer of the Year” in Albuquerque. Nell is a Certified Elder Lawyer as designated by the National Foundation for Elder Law. She is a former board member of the Special Needs Alliance, a national network of disability trust lawyers. Nell is a fellow in the American College of Trust and Estate Counsel. She received the 2012 award from the Albuquerque Community Foundation for Excellence in Charitable Gift Planning. She also received the 2012 CLE Pinnacle award from the New Mexico Bar Association, obtaining the highest ratings for speaking at CLE programs. Nell’s law practice concentrates on taxation, estate planning, estate administration, business succession, disability planning, and elder law. During law school, Nell garnered six American Jurisprudence awards and served as a Wolcott Fellow law clerk for the late Chief Justice Andrew D. Christie of the Delaware Supreme Court. When she is not working or serving the community, Nell is an avid tennis player.

Ken has his own estate planning practice with offices located in Albuquerque and Farmington, New Mexico. Ken is currently a member of the Estate Planning, Trusts, & Probate Law Specialty Committee of The New Mexico Board of Legal Specialization. He has been selected for 21 consecutive years (1996-2017) for listing in the prestigious “The Best Lawyers in America” publication (Trust & Estates section). Ken received the “Excellence in Charitable Gift Planning Award” for 2006, awarded by the Albuquerque Community Foundation and was selected as Community Foundation of Southern New Mexico’s “Advisor of the Year” for 2013.

Bridget is a graduate of the University of New Mexico Law School represents clients in the areas of Guardianships, Probate, Wills, Trusts, Elder law, and Family law with a focus on working with Spanish-speaking clients. In addition, Bridget has a strong trial background after spending many years prosecuting domestic violence, child abuse, and human trafficking cases for the District Attorney’s and Attorney General’s Offices.
Bridget has worked with Spanish-speaking families in many different contexts – as a teacher, an advocate, and as an attorney. While attending law school at the University of New Mexico, Bridget also taught Spanish classes to undergraduate students and earned a Master’s degree in Latin American Studies as well as her Law Degree. She has also worked on consumer protection issues and taught Financial Literacy classes to help community members learn about debt, investing, and credit.
William D. Slease – Chief Disciplinary Counsel

Presentation Topic: Emerging Issues in Ethics
William D. Slease is Chief Disciplinary Counsel for the New Mexico Supreme Court Disciplinary Board. In addition to his duties as Chief Disciplinary Counsel, he serves as an adjunct professor at the University of New Mexico School of Law where he has taught Lab, ethics, trial practice skills, and employment law. He also chairs the Supreme Court of the State of New Mexico’s Lawyer’s Succession and Transition Committee and serves on the State Bar of New Mexico Professionalism Commission which is responsible for operating and administering the “Bridge the Gap: Transitioning Into the Profession Program” for new lawyers in New Mexico. He is a member and a Past President of the National Organization of Bar Counsel, and a member and a Co-Chair of the National Task Force on Lawyer Well-Being.
Stephanie Townsend-Allala – Associate Attorney

Presentation Topic: New Mexico Probate From Start To Finish
Stephanie is a veteran journalist and El Paso Elder law attorney. After two decades in radio, television, and newspaper, she took her advocacy in a different direction- helping the disenfranchised. Ms. Townsend Allala graduated from the University of Texas School of Law at Austin, where she was the Ray and Kay Bailey Hutchison Scholarship recipient. She was also Outstanding Graduate in Broadcasting at University of Texas at El Paso. She devotes her life to public service, and has served as the President and or Director of all of the following organizations: The El Paso Women’s Bar Association, El Paso Women’s Bar Auxiliary, El Paso Bar Association, El Paso Press Club, El Paso Hispanic Chamber of Commerce, El Paso Association of Hispanic Journalists, and CASA of El Paso. She also spent four years as a Director on the Board of Nazareth Care Facility, a non-profit charitable skilled nursing facility. It was her work on the Board of Directors for Nazareth that helped her to understand the difficulties in placement of certain individuals with special capacity issues. For example, many times persons with advanced dementia, schizophrenia and chronic psychosis find themselves suddenly homeless, because there are few facilities capable of caring for people with advanced dementia and mental illness. Ms. Townsend Allala helps these families find permanent homes for their loved ones.
